To verify a German university properly, you must separate six different questions: is the institution state-funded or state-recognised, is the exact programme officially listed, is the programme accredited or covered by a recognised quality system, is the campus and delivery mode correct, who awards the degree, and does the qualification support your intended professional outcome?

A university name, ranking, agent brochure or English-language website is not enough. The safest method is to verify the exact legal institution and exact programme through official German sources before paying an application fee, tuition deposit, blocked-account transfer or private-university instalment.

The Six Checks Every Applicant Should Complete

Do not stop after one green result. A state-recognised institution can still offer a programme that is wrong for your academic background, delivered at a different campus, expensive, professionally unsuitable or financially risky.

Step 1: Search the Institution in Hochschulkompass

Hochschulkompass, operated by the German Rectors’ Conference, is the primary official starting point. Its inclusion criteria require the institution to be a state or state-recognised German university and its academic programmes to be state-approved and/or accredited by an accreditation agency recognised in Germany.

• Public, private or church control
• Federal state
• Main address and official website
• Doctoral-awarding status where relevant
• Exact programme listing

What a Hochschulkompass listing proves

• The institution is state-funded or state-recognised in Germany.
• The listed programmes meet the portal’s inclusion criteria.
• The institution is part of the official German higher-education system rather than merely using education-related branding.

What it does not prove

• That you meet the admission requirements.
• That the course is taught at the campus shown by an agent.
• That tuition, housing or refund terms are acceptable.
• That the programme is appropriate for a regulated profession.
• That you will receive APS, admission, a visa or employment.

Understand the Institution Type

Hochschulkompass explains that Germany has public and state-recognised private and church-run institutions. Universities are generally research-oriented. Universities of applied sciences are more practice-focused and usually do not hold broad doctoral-awarding rights, although some state laws permit limited or subject-specific doctoral rights and cooperative routes.

Do not assume that a Universität is always better than a HAW/FH. The correct choice depends on research goals, curriculum, industry exposure and intended career.

Step 2: Verify the Exact Programme

After confirming the institution, search the exact programme in the Hochschulkompass degree-programme search and then open the official university page.

Match all of these fields

A programme with the same title can differ by campus, teaching mode, duration, tuition and curriculum. Verify the version named in your application and offer—not a similar programme on the same university website.

Step 3: Understand Programme and System Accreditation

Germany uses several accreditation routes. The German Accreditation Council identifies programme accreditation, system accreditation and alternative procedures.

Programme accreditation

Programme accreditation evaluates a specific bachelor’s or master’s programme. A successful programme receives a time-limited accreditation and quality seal. The decision applies to that individual programme.

System accreditation

System accreditation evaluates the university’s internal quality-management system. It allows the institution to run recognised internal programme-review processes. It does not mean every programme becomes automatically accredited without review; each programme must still pass the institution’s quality process.

Use the ELIAS database

The public ELIAS database publishes programme, system and alternative-procedure accreditation results. By default, it shows currently valid accreditations, while historical or expired results can also be searched.

The Accreditation Council notes that missing entries can result from incomplete procedures, expired accreditation or delayed university data. A missing search result requires investigation, not an instant conclusion.

Step 4: Verify Campus, Delivery and Attendance Requirements

Verify the exact place and method of teaching. This matters for housing, commuting, visa planning, academic experience and the authenticity of partner-delivered offers.

• Admission or offer letter
• Fee and refund terms

Questions to resolve

• Is teaching at the main campus, a satellite campus or a partner location?
• Is the course fully on campus, blended or distance-based?
• Are attendance periods required in another city?
• Are laboratory, workshop, internship or thesis activities available at that site?
• Does the offer letter name the same campus and programme as the official page?

A legitimate university can run different programmes at different sites. The problem is not a satellite campus; the problem is paying without understanding what is delivered there.

Step 5: Check Partner, Franchise and Foreign-Degree Arrangements

Some programmes involve another university, private teaching organisation, overseas campus or dual-degree partner. Verify the arrangement through both institutions.

A German teaching location does not automatically make the award a German degree. Identify the awarding institution and check recognition in the country whose degree is issued.

Private-University Due Diligence

Private universities can be legitimate and state-recognised. The additional risk comes from higher tuition, binding contracts, instalment schedules and greater dependence on the provider’s financial and commercial model.

Complete these checks before signing

• Confirm the institution is listed in Hochschulkompass as private and state-recognised.
• Confirm the exact programme and campus.
• Check programme or system accreditation.
• Identify the legal contracting entity and payment account.
• Read the full tuition schedule for every semester.
• Check withdrawal, visa-refusal and refund clauses.
• Check whether the fee continues during internship, thesis or extension periods.
• Ask what happens if the programme is discontinued.
• Check whether advertised scholarships are automatic, competitive or conditional.
• Compare employer acceptance and professional recognition for the exact degree.

Public-University Misconceptions

What Anabin Is—and Is Not

Anabin is the German information portal for evaluating foreign educational qualifications. It helps authorities, employers and individuals classify qualifications earned outside Germany.

For an Indian applicant, anabin can be relevant when assessing the Indian institution or qualification used for admission or later employment. It is not the primary database for confirming whether a German university is state-recognised. Use Hochschulkompass for the German institution and programme.

Professional Recognition Is a Separate Check

Institutional recognition does not automatically settle licensing for medicine, nursing, teaching, psychology, architecture, law or another regulated profession.

• Identify whether your intended profession is regulated.
• Check the competent German authority for practising in Germany.
• If returning to India, check the relevant Indian regulator before enrolment.
• Confirm language, supervised-practice, examination and registration requirements.
• Verify the exact programme and intake, not only the university.

Worked Verification Scenario: Private MSc in Berlin

Assume an Indian applicant receives an offer for a private MSc marketed as “German state-recognised, English-taught and career-focused.” The student should not pay based on those words.

1. Search the exact institution name in Hochschulkompass.
2. Confirm it is private and state-recognised.
3. Find the exact MSc and Berlin campus.
4. Open the university programme page and academic regulations.
5. Check the exact programme or the institution’s system accreditation in ELIAS.
6. Match degree title, ECTS, language, duration and intake to the offer.
7. Identify the legal company receiving tuition.
8. Read the complete tuition, cancellation and visa-refusal terms.
9. Verify internship claims with the programme office and international office.
10. Save dated evidence before transferring money.

A successful verification means the student understands the exact legal provider, programme, campus, accreditation route, degree award, price and risk. It does not mean the programme is automatically the best choice.

Final German University Verification Checklist

Verification Red Flags

• The institution cannot be found in Hochschulkompass.
• The agent provides only a ranking screenshot or accreditation logo.
• The programme name on the offer differs from the official listing.
• The claimed campus cannot be found on the university website.
• The provider refuses to identify the degree-awarding institution.
• The accreditation result is expired and no current explanation is provided.
• Payment is requested to a personal or unrelated third-party account.
• The refund policy is unavailable before payment.
• Employment, salary or permanent residence is presented as guaranteed.
• A commercial agent claims to replace the university’s official application process.
