Canada does not use one national deadline for international students. Universities, colleges, faculties and research programmes set their own dates. The practical rule is to begin about one year before a post-secondary intake and work backwards from the earliest scholarship or programme deadline.

Current 2027 planning rule: Do not wait for the final admission deadline. You may still need an offer, deposit, PAL/TAL or CAQ, proof of funds, biometrics, medical steps, housing and a study-permit decision before classes begin.

Confirmed 2027 example: UBC states that applications for September 2027 open in early October 2026. Its International Scholars award application deadline is November 15, 2026, the related UBC admission deadline is December 1, and the general Winter Session application deadline is January 15, 2027. This shows why scholarship planning may need to start months before the final admission deadline.

January 2027 Intake: Compressed Timeline

As of July 2026, a January 2027 applicant should already be shortlisting, testing and preparing documents. January availability is usually narrower than September availability, and not every degree or scholarship route starts in winter.

A January start should not be forced merely because September feels far away. If the programme fit, funds, PAL/TAL, CAQ or permit file cannot be completed properly, a later intake is usually safer than a rushed submission.

College Diploma and Postgraduate Certificate Timeline

College and non-degree routes require stronger programme-level immigration checks. A school being a DLI does not mean every programme is PGWP eligible.

  1. Find the exact institution and campus on the DLI list.
  2. Confirm the exact programme’s PGWP status.
  3. Check whether a field-of-study requirement applies to your programme type and study-permit application date.
  4. Ask who actually delivers the programme and rule out an ineligible public-private arrangement.

Capacity warning: A programme may close before the advertised final date if seats fill. But “apply fast” should never replace checking PGWP eligibility, campus, delivery arrangement and refund terms.

Most study-permit applicants need a Provincial Attestation Letter or Territorial Attestation Letter. IRCC states that students normally obtain it through the school, and in many cases must first accept the offer and pay tuition in part or in full.

Do not submit the permit application without the PAL/TAL unless you meet and document an official exemption.

Public Master’s and Doctoral PAL/TAL-Exempt Route

From January 1, 2026, applicants to qualifying degree-granting master’s and doctoral programmes at public DLIs are exempt from the PAL/TAL requirement. This does not mean every postgraduate programme is exempt.

Verify all three elements

  1. The institution is a public DLI.
  2. The programme is a degree-granting master’s or doctoral programme.
  3. The current official DLI information supports the exemption for that route.

A graduate certificate, postgraduate diploma, private institution programme or non-degree course should not be assumed exempt simply because it is described as “postgraduate.”

Quebec Application and CAQ Timeline

Students planning to study in Quebec normally need a Quebec Acceptance Certificate rather than a PAL/TAL, subject to Quebec rules and exemptions. The university admission, CAQ and federal study-permit processes should be mapped separately.
